The history of the Ohio Independent Provider’s plight, and the reasons we need unity:
ORIGINAL PROPOSAL – FALL 2005
• 30% rate reduction to Independent LPNs to be implemented January 1, 2006.
• Ohio LPNs are paid 30% less on average than RNs in other health care settings.
• This proposal would have changed nursing reimbursement rates for the Ohio Home Care Waiver and the Transitions MR/DD Waiver from $55.00 for the first hour to $38.50, and subsequent hours from $22.80 to $15.96.
SECOND PROPOSAL – JANUARY 2006
• An across the board cut to the rate paid for nursing services that will affect Home Health Care Agencies, Independent RNs, and Independent LPNs.
• The rate reduction will affect nursing services provided in the Ohio Home Care Waiver, the Transitions MR/DD Waiver, and the Core Plus / Private Duty Nursing benefit. The rate reduction does not affect Core Nursing Services / Home Health Nursing under the Medicaid State Plan.
• 8% reduction to the first hour taking the nursing reimbursement rate from $55.00 to $50.60.
• 5% reduction to subsequent hours taking the nursing reimbursement rate from $22.80 to $21.68.
The typical nursing provider, on average, will experience a 6% reduction to reimbursement
In April 2006 just prior to a hearing in Columbus, OH, concerning the new rules, the ODJFS decided to table the pay cuts until further notice.
Independent nurses have much to be grateful to the Ohio Council for Home Care. They have worked very hard to achieve what is long over due. VICTORY FOR HOME CARE!
We are thrilled to announce that Ohio Council for Home Care and its
members have achieved what we set out to get, a Medicaid rate reimbursement
increase across the board. PASSPORT received a 3% increase for both 2008 and
2009, a total of 6% over two years. The PASSPORT increase will take effect this
July and the second 3% will kick in next July. The Ohio Home Care Program and
State Plan also received a 3% increase in 2008 and in 2009. The first 3% will take
effect in July of 2008 and the second 3% will kick in January of 2009.
